Learner Progression & Transfer Policy

At Bloom Consultancy, we are dedicated to enabling smooth and supported learning journeys for all participants in our accredited programmes. Our policy ensures that access, transfer, and progression are handled in a fair, transparent, and learner-focused manner. We also value prior learning, whether formally certified or gained through experience, and offer Recognition of Prior Learning (RPL) as a pathway to entry, credit, or exemption where appropriate.
Learners can request transfers or apply for RPL through a clear process overseen by our Training Manager, with personalised guidance available throughout. All requests are treated professionally, assessed on individual merit, and supported by objective criteria to ensure consistency and inclusivity in learner development.
Purpose of this Policy
This policy explains how Bloom Consultancy supports learner access, transfer, and progression between training programmes. It also details our procedures for recognising prior learning and facilitating learner transfers, in line with best practice, relevant accreditation bodies, and applicable national legislation.
Definitions
- Transfer: When a learner moves from one training programme to another, with potential recognition of previously acquired knowledge, skills, or competence.
- Progression: The advancement of a learner to a programme at a higher level or to a more advanced learning opportunity.
- Recognition of Prior Learning (RPL): A process that acknowledges and gives credit for skills, knowledge, and experience gained through formal, non-formal, or informal learning.
Policy Statement
We’re committed to fair access and supporting learners in moving forward through recognised, accredited pathways, whether that means joining, changing, or advancing programmes. At Bloom Consultancy, we are committed to:
- Upholding principles of equality, fairness, and diversity across all learner pathways.
- Ensuring learners can access, transfer, and progress between our accredited programmes (e.g. QQI/NFQ, IOSH, ISO-aligned) with clarity and support.
- Supporting the recognition of prior achievements, whether certified or experiential, to reduce duplication of learning and fast-track learner success.
- Aligning our practices with Section 56, Part 4 of the Qualifications and Quality Assurance (Education and Training) Act 2012 and relevant accreditation frameworks.
Programme Access and Entry
Learners who meet entry requirements are welcomed into our courses. All relevant information is provided clearly on our website and during induction.
- Bloom Consultancy strives to admit all applicants who meet the minimum entry requirements and demonstrate a genuine commitment to their chosen field of study.
- Entry requirements are published in our Learner Handbook, on our website, and within individual course descriptions.
- Our training team provides guidance at the point of inquiry and during induction, explaining potential progression routes and qualifications within the relevant frameworks.
Transfer Procedures
Learners can request a move to another programme. Requests are reviewed individually, and approval depends on space and suitability.
- Learners may request a transfer to an alternative programme where a suitable course is available, and where they meet the relevant entry criteria.
- Transfer requests must be submitted in writing to the Training Manager, who will review each case on an individual basis.
- Transfers will be accommodated wherever possible, subject to programme availability, capacity, and academic suitability.
- Learners are required to remain enrolled in their current programme until formal approval for transfer is granted.
Progression Opportunities
Learners completing a course can move to higher qualifications, including NFQ, IOSH, and ISO-aligned programmes. Our team offers advice on progression routes. Learners who successfully complete programmes at Bloom Consultancy may progress to:
- Higher levels on the National Framework of Qualifications (NFQ)
- Related qualifications with IOSH, ISO, or other recognised accreditation bodies
- Progression guidance is provided at the end of each course and includes personalised advice on next steps.
- Our programmes are often modular, allowing learners to study incrementally and build on prior achievements.
